Our key personnel have experience managing real property acquisition projects. We have established procedures and systems to develop a work plan, organize tasks and identify critical actions needed to meet time and budget constraints. Most of our technical people are proficient at more than one discipline. This enables the firm to be fluid and to quickly respond to changing project requirements, as well as to maintain cost effectiveness and efficiency.
Two of our technical people are licensed brokers and a third is a licensed sales person. We are able to quickly provide property owner contacts and initiate negotiations, because we have staff who are in compliance with Oregon statutes which require that this activity be undertaken under the direction and cover of the license of a Designated Broker.
We have a state certified general appraiser on staff and an appraisal assistant. Our familiarity with appraisal methods, standards, techniques and regulations gives us the ability to monitor the appraisal process to ensure that a good work product is obtained, to assist our client with value decisions in negotiations, and to provide advice regarding methods of reducing appraisal costs where the regulations permit.
R. DAVID FEINAUER |
President, Acquisition Agent, Relocation Specialist, Property Manager
Mr. Feinauer is a licensed Real Estate Broker in Oregon and Washington and an Oregon Certified General Appraiser. He is the owner and president of Right-of-Way Associates, Inc, which was organized in 1990 as a full service right-of-way acquisition firm emphasizing service to the public sector. He has oversight of all projects including sub-contracted services.
Mr. Feinauer has provided preliminary contacts and liaison services, appraisal, appraisal review, negotiation, and relocation services since 1969. Part of the time was as an employee of a large public agency and as a private consultant serving Public Agencies since 1980.
He is well grounded in federal acquisition rules which must be complied with in Oregon and when receiving federal funding of public acquisition. He has experience with the Federal Uniform Act requirements and administrative rules as administered FHWA, HUD and other federal programs and with ODOT’S procedures which are based on these regulations.
Mr. Feinauer has a solid understanding of state eminent domain regulations which govern the property acquisition process. He has acquired many types of easements and a wide variety of public facility sites. He has negotiated for residential, commercial, industrial and farm properties, many with highly complex environmental, title and ownership issues. Mr. Feinauer is familiar with Oregon land use regulations and their impact on acquisition negotiations. He has experience resolving complex negotiations.
SHANNON L. FISH |
Project Coordinator, Relocation Manager, Property Management
Shannon Fish has been a project coordinator since 2001. She has a background in project management, human resources and an accounting with a large property management firm. She is the Managing Coordinator in the office responsible to manage the work of Acquisition Agents, Relocation Specialists, Project Assistants and Support staff.
Shannon has experience with all types of public projects including street, bridge, sidewalk, water, sewer, gas and fiber optic transmission line projects. She has experience hiring subcontractors. As a project coordinator, Shannon’s primary duties are to assist the client, agency, sub-consultants, manager, negotiation agent, relocation staff and project support staff to ensure that the project runs effectively and advances on schedule and within budget. She does this by tracking project details and activities, and by providing all parties with information, status updates and answers to questions.
Shannon also has experience as a Relocation Specialist in permanent and temporary residential and business relocations. She has managed relocation projects which were required to follow the relocation regulations as understood by several HUD programs, ODOT, WSDOT, PDC, Roseburg URA, and FEMA. Each, while following a core of established principles, have administrative and interpretive differences, requiring knowledge of the various regulations.

Traci Sherrer is a licensed Realtor in Oregon and Washington and has over seven years experience in Real Estate, working with investors, builders, sellers, and buyers. Previous to her Real Estate involvement, she spent 13 years in office management assisting business operations by facilitating communication and customer service. She has a strong background in needs assessment and strategic project planning and provides demonstrated communication, analytical, organizational and leadership skills.
Patti Akins
Acquisition Agent, Relocation Specialist
Ms. Akins is a licensed Principal Broker in Oregon and has over fifteen years experience in Real Estate, working with investors, builders, sellers, buyers, commercial leasing and residential property management. In addition to her broker's experience, Patti has an extensive background in personnel management, successful conflict resolution, valuation of properties and negotiating and resolving public land use issues in commercial and residential applications. She has a strong background in needs assessment and strategic project planning and provides demonstrated communication, analytical, organizational and leadership skills.
Ms. Akins also brings an additional 14+ years of progressing responsibility experience in both public and private employment settings which has increased her awareness and knowledge in working with a very culturally diverse population.
