Right-of-Way Associates, Inc. (ROWA) was organized in 1990 and has one office in Beaverton Oregon. We are a full service right-of-way and property acquisition firm providing service to the public agencies throughout Oregon and Washington. Our management and coordination services for right-of-way and site acquisition include:
- Consulting for planning, budgeting and strategy for the right-of-way acquisition and relocation portion of public projects
- Preliminary services and property owner contacts
- Coordinating Subcontracted services as required
- Providing information for use by the Client, subcontractors, stakeholders and owners.
- Coordination of real property appraisal, appraisal review and valuation services
- Negotiations for the acquisition of rights in real property
- Personal property relocation services to owners and tenants
- Coordination of escrow services
- Coordinating lien clearance activities
We acquire partial and temporary interests in land, in urban and rural locations, to include permanent easements for water lines, sanitary and storm sewers, slopes and sidewalks. We acquire street and road deeds, construction permits and rights-of-entry. Our work includes acquisition of sites for public facilities.
The services meet the requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act or URA) and ORS Chapter 35 which govern public property acquisition.
The firm has extensive experience providing relocation services and has a solid understanding of the rules, and regulations as required by the Uniform Act and interpreted by ODOT, HUD, the Portland Development Commission (PDC), and a number of local public agencies in Oregon and Washington.
We provide relocation planning services together with residential tenant and owner comparable studies and have a solid understanding of the rules, and regulations as required by the Uniform Act. We temporarily move and permanently relocate commercial and residential tenants and owners.
